JOHN BLOM, PE 


John Blom, P.E., M.B.A., one of the principals of HECO Engineers, began his engineering career in 1993. His experience includes a variety of engineering design projects including water and wastewater systems, road design, and landfills. He fills a key role in the project management, design, plans and specification preparation, and construction administration for infrastructure improvement projects. John has managed the successful construction of several projects with contracts in excess of $1 million. All the large projects that he has managed included numerous different funding agencies, contractors, and property owners. He has written closure plans for three Boise County Landfills. These reports included site characterization, drainage design, final cover design, and correspondence with the Central District Health Department. John has also written environmental site assessments for the City of Eagle and Canyon County.

Michael Davis, P.E. began his engineering career in 1993 with HECO Engineers and is one of the principals of the company. His experience includes a variety of design projects for water distribution, wastewater collection, transportation, drainage, and bridge projects. He has provided project management, design, and construction administration for numerous public works improvement projects and has been the consulting City Engineer for various cities in Idaho and Oregon. In his role as City Engineer, he has been involved with the City's planning and zoning department, public works department, and City leaders for all aspects of City government functions including budgeting, ordinance revisions, meetings with regulatory agencies, and development review. In addition to the design and construction of projects, he has also been involved with numerous projects requiring analysis and report preparation for geotechnical design, water master planning, wastewater facility planning, and the hydraulics of natural watercourses for flood studies and bridge design.

Andy Gehrke, P.E. has experience with the design and project management of wastewater treatment facilities, wastewater collection systems, wastewater lift stations, water distribution systems, water supply facilities, pump houses, irrigation diversion structures, storm water facilities, and street improvement projects. He has provided project engineering services on large water and wastewater system projects involving multiple funding agencies. He has experience in water system modeling using WaterCAD as a certified master modeler. He has written several master plans, facility plans, preliminary engineering reports, and environmental reports for water and wastewater improvement projects. He has also written sludge management and sludge disposal plans for land application of municipal biosolids. In his role as a staff engineer, he has provided design review and construction observation for numerous developments.

Doug Argo, P.E. is a registered professional engineer in Idaho, Oregon, Washington, and Utah, and he is presently the City Engineer for Payette, Idaho. Doug's specialty is geotechnical engineering, and he began his career as a geotechnical consultant in 1987. He has been the project leader for more than 400 projects in Idaho, Washington, Montana, Oregon, and Wyoming. He has worked on transportation, municipal, commercial, and industrial projects. The scopes of work on these projects have ranged from designing only the geotechnical aspects of the project to being responsible for the overall design. Geotechnical experience includes all aspects of site investigations, permanent and temporary shoring and retaining systems, landslide stabilization, foundation engineering (deep and shallow), seismic design, soft soil mitigation, pavement design, and earth dam design.

Elwin Butler, P.E. has the educational background that includes structural design in concrete, steel, and timber, which encompass bridge and building design. He was involved with the University of Idaho Steel Bridge Team for two years and worked with optimizing the geometry and size of the bridge members including the fabrication of these members. He also used his skills in hydrology and highway design in preparing a preliminary report and drawings for subdivision approval.

David Barton (Bart) Brooke, P.E., began his civil engineering career in 1995. He is a registered professional civil engineer in California and Idaho with over eight years experience in land development design of residential tracts to single family residences, commercial, light industrial and mixed use projects. His experience also includes municipal engineering design projects including street improvements and pavement management. Bart has over nineteen years in residential, commercial and industrial construction engineering experience that includes construction inspection, surveying, estimating, and project management.

Basil Tupyi, P.E. has thirty-seven years of experience in civil and environmental engineering with recent experiences in actively managing environmental investigations for the collection and assessment of site information, developing conceptual remedial action design alternatives, interfacing with discipline engineers to finalize the detailed design alternative, and providing construction oversight of remedial action projects. Also has experience in managing project resources, budgets, schedules and work quality.

Wendy Roberts currently manages the accounting department of HECO Engineers. Her responsibilities include the compilation and data input for the generation of corporate reports pertaining to accounting, payroll, accounts receivable, and accounts payable. Wendy oversees the preparation of monthly billings/invoices, produces reports to assist project managers in effectively administering their projects, reviews and schedules payables and oversees payroll processing and adjustments. She prepares quarterly and year-end financial statements and overhead calculations for review by an independent accountant.
