| This project involved evaluating existing transportation system, current road surface condition and future transportation planning in the New Plymouth impact area. Future transportation needs were forecasted based on the City's growth, the surrounding land use and zoning, City’s comprehensive plan and other major land developments. The major 5-leg intersection (US 30 and Elm Street) has been analyzed for existing and future traffic conditions. City street standards including typical road sections for collectors and local streets, access management policies, right-of-way activities encroachment permits, street lighting standards and Surface Management Plan were developed for the City in this project. Capital Improvement Plans for major city street improvements and pedestrian pathways are developed based on the City’s needs and demand, and projected traffic volumes. Different funding sources and funding strategies are identified and recommended to the City for acquiring funds for capital improvement projects and maintenance projects. |
